What is EOTAS (Education Other Than at School)?

Parents often have lots of questions about how EOTAS (Education Other Than at School) packages work and what benefits they can offer for their children.

EOTAS packages are packages of educational support provided to children who may not be able to attend mainstream school due to various reasons such as illness, disability, school refusal or exclusion. Sometimes the parent and the LA are searching for a school to meet a child’s needs and the case is under the SENDIST (Special Educational Needs and Disability Tribunal).

These packages are designed to ensure that children receive a quality education and support that is tailored to their individual needs and circumstances.

EOTAS packages can include a wide range of resources and support, including educational materials, equipment, and technology, as well as specialist teaching and tutoring services. I have been involved in designing EOTAS packages including therapy, forest schools, tuition, swimming, horse riding, pet therapy, sensory equipment, staff training ……. the list of choices is vast.

The aim of these packages is to ensure that children have access to the same educational opportunities as their peers, regardless of their circumstances.

There are many reasons why a child may need an EOTAS package. For example, a child with a long-term health condition may be unable to attend school regularly, or a child with a disability may need additional support and resources to access the curriculum. Similarly, a child who has been excluded from school may benefit from EOTAS support to ensure that they do not fall behind in their education.

One of the key benefits of EOTAS packages is that they are tailored to meet the individual needs of each child. This means that children receive the support and resources that are most appropriate for their specific circumstances. Additionally, EOTAS packages are designed to be flexible, so that they can be adapted and changed as a child’s needs evolve over time.

If the LA (Local Authority) agree that your child should be “Educated Other than at School” they have a duty to fund the package and it should be designed in consultation with the parent and child. A budget will then be agreed on and the parent will receive a personal budget payment into their account to cover the fees of the educational package. Alternatively, the LA can resource the services required from within its own services, such as use of their in house home tutoring services. Often a mixture of both approaches is opted for.

EOTAS packages can be a key instrument in ensuring that children do not fall behind in their education. By providing support and resources to children who may not be able to attend school regularly or who may be struggling to access the curriculum. They are especially useful for parents under the SENDIST tribunal for a school placement as the tribunal is currently dealing with a huge backlog of cases and often listing placement appeals for over a year in the future. This is too long for any child to be without an education.
